Dr. Roger Nooe is an officially-retired UT professor who remains our area’s leading expert on homelessness. He publishes the authoritative study on homelessness in Knoxville and Knox County every two years. This study provides vital information to people in our community who are interested in addressing the issue. It’s also an interesting read.
